While employed by WCGS Architects, Mr. Phinney was the Project Designer and Project Architect for the New Headquarters of New York State Department of Environmental Conservation located at 625 Broadway in downtown Albany, New York. A fifteen story, 500,000 GSF commercial office building conceived as part of Governor Pataki’s “Capitalize Albany” master plan. The design team worked closely with state and city planning officials to realize their dream of relocating state employees back downtown to help economically revitalize Albany’s urban core. As the largest urban infill redevelopment to occur in Albany since the conception of Empire Plaza, 625 Broadway has breathed new life into the city’s north end. |
